IS THIS UNIQUE TO CHICAGO?

it's apparent that this vehicle has no front plate, no back plate, no vehicle sticker and has been parked there long enough to get about 11/2 dozen tickets. i would think that a diligent officer of the law might have figured out that it's either abandoned or stolen. i guess it's vehicles like this that help them make their ticket quota. if this had been a licensed and valid vehicle with 3 citations it would have been booted and towed weeks ago. ahh, chicago's finest at work.
